Hi there, I need someone that can help me to create a system wich measures frequency and then converts selected range of frequency to move stepper motors in a specific sequence. I need somone that knows what to do here as I have been reffered to this website. Thank you, and im very excited to get starting!

Teensy is about DIY electronics, which involves connecting parts and writing code. The Arduino software makes this relatively easy, but it still is programming.

Take a look at these 4 tutorials. These will walk you through the basics to get started.

If this looks like to sort of thing you think you can do, perhaps you're ready to dive in. If not, Teensy probably isn't a viable path. As much as I'd like to sell you a Teensy, if you're not able to put the time and learning into the DIY path, you should probably instead seek an engineer/consultant to assist.
