Custom board blink 10 times using PJRC pre-programmed MKL02

You right, If I get slow blink it means that MKL02 can read ID flash? I'm using flash provided by pjrc. Because of that my question, the boot process (no the powerup process) son can identify where is the error

If MKL02 can save some in the flash before blink? I've already comfimed that oscillator works. I can see the sinusoidal wave on scope

I want to help you find and fix your custom PCB hardware issue.

But I am not prepared to discuss inner workings of the bootloader.

Many people have successfully built custom PCBs using the bootloader chip. Many times we've helped diagnose PCB issues here on this forum. I'm trying to help, but troubleshooting a custom designed PCB over the internet is quite a challenge. I've done as much as I can with the info provided.
 
Last question I don't connect B0_13(SW protocol signal) and EMC_01 (JTAG_DE_B) pull-up, I need to connect them?
