I'm wanting to make a HID device similar to this project;

It is essentially a optical encoder + wheel mounted on a re-purposed hard drive platter. Where my plan differs is that I would like to have the HDD powered and rotating smoothly at speeds between 0 to 90 rpm, another difference is I would have the encoder wheel/pattern on the top and free spinning (like a vinyl disc would be)

I not sure I can use the platter's motor to attain such low rotational speeds, so some ideas on engineering would be nice, (I have a idea that involves permanent magnets attached to the platter and a stator like set of coils, to push/pull the platter.)

A secondary optical encoder (fixed) will be needed as plater speed verification.

my device will need to have 2 way HID communication, out to give my pc program the encoder data, and in to get the rotation speed from the pc program to the stator.

Is a Teensy fit for this task?

Any ideas or links to similar projects would be great thanks
