Is this possible to send data between Teensy's using SIM-based modems?

What is the feasibility of transmitting say 50 bytes of data each second for approx. 90 minutes where the receiver is reading data “nearly real time” meaning a second or so of latency is acceptable? I have a telemetry system for race cars (30 mph) and I'm currently transmitting data from the car to the pit with line-of-sight transceivers. When I have a line of site (which is 10% of the time), the system works like a million bucks. I have signal repeaters for non-LOS but reliability is ~70%. I'm looking for a better solution. Note: at tracks I have perfect cell coverage but there is never any internet access--and we can't tie up someone's phone for a hotspot. I'm thinking using the cell network.

Questions:

1. Would sending data using a cellular service be fast enough (meaning latency in the 1-2 second range)?
2. How would you proceed? Would you use cloudsocket.hologram.io, Other?

I’ve been unsuccessfully experimenting with SIM-based modems, but before I burn another 2 weeks I need to step back and see if this is even possible
