vehicle speed square wave to can bus conversion?

Hi Folks!
I'm working with an old car that I'm adding electric power steering from a Toyota Prius to. the prius power steering accepts the vehicle speed via the can bus to vary the amount of power steering based on speed. in my setup I've got a pulse wave which increases frequency as the vehicle speed increases. I need to translate that frequency to a can bus packet, and I have never worked with CAN before. anyone have any suggestions on how to go about that? thanks!
 
The first thing you need to find out is what the exact content of the CAN messages to the Prius power steering unit need to be.
Without that crucial information, there is no point in talking about the frequency conversion.
