I see on the breadboard only some of the inputs have connections. Use a ground and pull the rest of the inputs to ground. I have a CMOS book somewhere that talks about this, but I found this: http://books.google.com/books?id=0g...puts must have something tied to them&f=false I think this includes HC and HCT devices as well.
