Serial_install.exe and windows drivers
So a question regarding the INF driver install. It appears that you have a code signing certificate (based on the serial_install.exe), so why have you not signed the inf? I believe it would be as simple as generating a cat file for the inf and signing it.
I seems that Pololu has done this for their inf only driver install that references usbser.sys. (this link might be useful http://www.davidegrayson.com/signing/ )
Also just FYI, It is my understanding that unsigned drivers don't survive the upgrade process. (hence the threads here about the driver disappearing after upgrading to windows 8.1)

Have you made any progress with this?
We at Solidoodle use your drivers for the printrboard, and have problems with the signing for users on Windows 8, and 8.1.
If it's easy for us to hack around and generate the right file, we'd be happy to give it a shot. I'm sure you're busy.
