I made a simple customization on the Post New Thread page. Guidelines are now shown between the message editor and the "Submit New Thread" button, on the Project Guidance, Technical Support and Suggestions & Bug Reports forums.
My hope is to encourage everyone, especially brand new users who don't notice the forum rules or sticky threads, to write better questions. Questions with adequate detail get better answers, and save everyone's time. I'm less concerned about whether questions are "on topic" for the correct forum, though that would be nice.
I considered making the list have clickable check boxes, where the "Submit New Thread" button would remain disabled until they're all clicks. That still may happen someday.... My preference is to very gently encourage new users to post better questions, for everyone benefit. Hopefully this tiny change will help.
