As that thread notes, in addition to official suppliers, many places which are SparkFun distributors get Teensies via SparkFun. So if you see a bunch of SparkFun stuff on a given site, the chances are that its genuine via SparkFun. But not a cast iron guarantee.

You can check to see if a someone is a SparkFun distributor at https://www.sparkfun.com/distributors (and yes, Cool Components in the UK is a SparkFun distributor)

That one isn't too bad. At least in the description they mention that it works with the Teensy 3.1 and that it was developed by Paul and PJRC. They also have a link to the OCTOWS2811 product page on the PJRC site.
