Teensy 3.1/3.2 True Analog Out question

I need to generate a 0 to 70Hz sine wave that drops below gnd by at least .2 to .5v Is it possible to offset the gnd and have the output from the Teensy Pin A14 go from -.5 to at least 2v?

No, the A14 DAC output can not go below GND.

You'll need to build a circuit (probably involving an opamp) to shift the signal down to the intended voltage range.
