Yet another Lipo supply/charger question

I looked up and found many solutions to run things from a single Lipo battery, but I could not find exactly what I'm looking for, and I hope that someone here knows a simple and cheap plug and play module solution.

What I need is:
- Operation from a single 3.7V Lipo battery with a capacitance of 1500 to 2200mAh
- Under-voltage protection (stop output) at 2.6V Lipo voltage
- Input voltage range for SIMULTANEOUS charging during operation: USB and 5 to 9V
- Output voltage 1: 5V regulated for some of my analog peripherals (max. 30mA) and able to power the Teensy 3.2 at the same time (another 50mA?).
- Output voltage 2: -5V regulated for some of my analog peripherals (max. 30mA)

Budget (without the Lipo battery itself) max. 30$

I know that this can be done by combining several modules and/or breakouts, i.e. from onehorse but I'm really looking for a small all-in-one block.
