Sorry, I have no idea how that IDE works. I would assume that it would only use the COM port when it is open, but...
Sometimes when things are not working well, I try a few other tricks to see if it helps. Like go to device manager, and find your comm port. Go into advanced options and change what COm port number it is.
Then try rebooting and see if it works on the new comm port number...
