After doing some poking around this seems to be the main information site: http://www.microchip.com/wwwproducts/en/RN42 There is a more details datasheet for the RN42 module itself including a schematic of the 'blackbox' module @ http://ww1.microchip.com/downloads/e.../50002328A.pdf

I didn't see anything obvious other than they talk about the inverse of my issue where the power may not be stable enough to start the RN42 module and there is a reset capability which you can trigger with your microcontroller or a power supervisor chip.

I'm starting to not care as the current solution (the cap & resistor) seems to be working and not hurting anything and I can stop playing with connections and instead start to debug code (where I am more comfortable playing anyhow)
