Working with two Teensy 3.x on same PC

I am working on a project which has two Teensy 3.5 connected to a single PC. I am having trouble programming and even using both at the same time. Sometimes Windows assigns both the same COM port and sometimes when I press one reset button the other is programmed. Is there a procedure for programming and operating two Teensy 3.x on the same PC. I am using the Arduino IDE.
