Cold start problem

Our 3.2 Teensy does not cold start the first time it is powered below 40 Fahrenheit. Using the usb to power it. But after leaving it powered on for no more than a minute and cycling power it come up running. Repeatable with 2 boards. Any suggestions or reasons for this. I guess I need a one shot connected to the reset circuit pad to ensure it runs on power on.

I wonder if it wakes up enough for a watchdog timer to kick in? Any useful notes here? Suggests that link was written and tested for a T_3.2.

No idea given as to what is attached to it or how it is powered that might point to other things halting the startup - Just a bare T_3.2?
