Would any these parts be compatible with any of the existing poi code or with modification

I can say those parts generally do work with Teensy, or at least similar ones have been used successfully many times. Again, exactly which parts you mean (like the rotary encoder) aren't clear from the question, so the best I can say is people have used similarly described parts.
