Driver problems Windows 10 vs Windows 7 ?

I have a windows app that talks to the Teensy over the serial port

on a windows 7 machine i can send data from the app to the Teesnsy 3.2

on a windows 10 machine it is not possible to send data over the port using the same teensy and windows exe

however - it is possble to send data to the Teensy using the arduino serial port monitor !!

what is going on ? why can my app not talk to the teensy on windows 10 ?

do i need to use a different driver

which means your app is not working properly on Windows
(teensy des not know anything about host computer)
 
i tried the program using an arduino nano instead and it worked !

after some experimentation it appears my windows app needed a delay when allocating port number
a simple wait for 1 second is all that was needed to get the app to work perfectly with windoze 10
