Teensy 3.2 with command line.

Hello everyone,
I want to download my code to teensy3.2 by using command prompt instead of Arduino IDE. I am using window7. I read the command line as given on the pjrc forum, but I did not understand, how can I use it? do I need any library??
Please help, I will be very grateful to you.
