I want to make a MIDI OUT Hardware connection for my teensy using 3.5 TSR (Tip, Ring, Sleeve) mini jack.

Are you saying this IS a problem you ARE having? If so, then you have it wired wrong. The ring should NOT be connected to VCC it should be connected to VCC THROUGH a 220 ohm resistor. If you have the resistors properly installed, you will not have a short.
Here's a proper midi out port. Connecting a Teensy directly to a jack that might be miswired is a sure way to blow an expensive part. This entire circuit cost less than a buck.
