I have a project that would use a USB C connector that would be used on a board that does not need USB power. (its an addon board for something)

I have copied this circuit from sparkfun:
https://cdn.sparkfun.com/assets/6/1/7/9/8/USB-C-Breakout_Schematic.pdf

except with this protection diode device.
https://assets.nexperia.com/documents/data-sheet/PRTR5V0U2X.pdf

my question is, when not using USB power do i connect the positive connector on the protection device to the USB power or to the power rail on my circuit, or do I even need the ESD protection with USB C? (this thing will be used by musicians, so it needs to be able to stand up to some oafish abuse)

There's some good advice on page 6 of the Nexperia data sheet you mentioned. That shows the connection to VBUS and has some other notes that may be useful.

I'd definitely include the protection diodes if this is going to be unplugged and plugged in the field.
