I have a feeling it might be windows interpreting multiple inputs wrongly. As this behavior only happens at the etreme ends of the dial excursion, I am guessing the analog value spams windows when its at the extreme.
Also, Windows thinks the hat is pushed forward but no hat value is sent to windows.
