Make Regular T4 lockable

I have a bunch of regular T4, is there a way to make them lockable or is that outside the scope of the end user ?
 
Sorry, turning standard Teensy into lockable Teensy is impossible.

The setting is based on fuse memory. It's not like flash memory which can be erased. Programming the fuses is permanent and irreversible.
