T4 lockable flashing 7 times and not getting serial working. What does this mean?

How much has been done with the T4? Prior programming? Was it locked yet?

If not yet locked the 15 sec Restore can work to put factory Flash on.

Once locked it will only run properly CODED .eHex files so that precludes the onboard factory sketch.
