Arduino 2.1 with 2 Teensy 4 on different USB ports yet download always goes to one

Using Arduino 2.1.0 Date: 2023-04-19T15:31:10.185Z CLI Version: 0.32.2

I have 2 (or 3) Teensy 4.0 or Teensy 4.1 connected at the same time to two usb ports.
Arduino recognizes both are present. I can switch between the two in Serial monitor.

I cannot download to either though, only one regardless of which of the two recognized serial ports I select.

I can download to either as long as that is the only Teensy on a USB port.
